Invest in communities, not policing. Pass the BREATHE Act. The police were born out of slave patrols. We cannot reform an institution built upon white supremacy. We need a new, radical approach to public safety and community investment. The BREATHE Act paints a vision of a world where Black lives matter through investments in housing, education, health, and environmental justice.
Establish a federal commission to study the legacy of slavery in the United States and its ongoing harm. Develop proposals for redress and repair, including reparations. H.R. 40 has been introduced at every congressional session since 1989 but has not yet reached a full committee vote, normally the first step toward passing legislation. Join the movement to pass H.R.4 0.
End qualified immunity. We must pass a law that will create a way for people in Virginia to sue police for the harms caused by police violence. Virginia needs law enforcement accountability to protect Black and Brown communities from police violence.
Establish and implement a Civilian Review Board. Every locality should establish a Civilian Review Board, a law-enforcement civilian oversight body that may receive, investigate, and issue findings on complaints from civilians regarding conduct of law-enforcement officers and civilian employees.
